Paul Norris

Founder & Principal, Triskelion | Senior Advisor, Apricum

Paul is a senior infrastructure investment and finance professional with over 30 years' experience across large-scale infrastructure, energy transition, and project finance. He has advised governments, developers, and institutional investors on transactions totalling more than $30 billion, with a particular focus on the Middle East.

Before founding Triskelion, Paul served as Director of Financial Advisory at ENOWA (NEOM) in Saudi Arabia, where he led financial strategy and structuring for some of the most ambitious energy and utility infrastructure being developed anywhere in the world. Prior to that, he was a Partner at Carew & Bennett, advising government entities across the UAE and KSA on PPP and infrastructure transactions, and held senior positions at the Abu Dhabi Department of Finance, ACWA Power, VTB Capital Bank, ABN AMRO Bank and Bank of Ireland.

Paul holds an MSc in Metals & Energy Finance from Imperial College London and is a Chartered Geologist and Energy Risk Professional. He is a member of the Chartered Institute for Securities & Investment.
